The level can be set up in the immediate aftermath of an attack or if an identified and non-localized terrorist group comes into action, the government website explains. This level is set up for a limited period: the time of crisis management. In particular, it makes it possible to ensure the exceptional mobilization of resources, but also to disseminate information likely to protect citizens in a crisis situation.

The head of government denounced in Nice a “attack as cowardly as barbaric which mourns the whole country”, an attack “despicable”. “The government’s response will be firm, relentless and immediate”, he assured.
