Unemployment: the France Travail project in the home straight

D – 30. The committee of stakeholders of France Travail meets this Tuesday for the third time in plenary session, before the delivery – at the end of January in principle – to the Minister of Labor Olivier Dussopt of its final report. Charged with a mission of consultation and prefiguration of this project of reorganization of the public employment service in the broad sense, this committee will summarize the three months of exchanges carried out within ten working groups.

Part of Emmanuel Macron’s program, France Travail still remains a bit nebulous, especially since the Head of State presented it as a transformation of Pôle emploi. On paper, it is a question of simplifying and improving the aid deployed for the benefit of the unemployed or beneficiaries of the RSA so that they find work, and of companies so that they succeed in hiring. Without forgetting the advisers of the various stakeholders or the regulator (the State) for the management of public policies. Seen from the government, this is an essential link in achieving full employment by correcting the shortcomings of the “public service for integration and employment” launched during Emmanuel Macron’s first five-year term.

The keystone: common software

Scattered workers, disparate diagnostic and orientation practices, support sometimes more formal than real, often relegated prospect of professional integration, peripheral brakes (housing, health, etc.) poorly taken care of or even partial logic of reciprocal commitments: this observation , drawn up during the first meeting of the committee on September 23, can be found in the intermediate restitution document to which “Les Echos” had access.

Most are the proposed solutions even if it is specified that the document “does not take into account the complexity of all the subjects”, nor does it “prejudge the content of the future summary report of the consultation” .

So what to remember at this stage? That the keystone, even if it is not the most publicized, will be based on a big step forward in terms of data sharing, and therefore common software. The reduction of the administrative overload of the advisers depends on it.

Then, on the institutional level, we knew that this future public employment service would not be a vast merger of stakeholders or a regionalization of Pôle Emploi. To set the main objectives, it is proposed to set up a national France Travail committee which would meet in plenary session twice a year, for example under the chairmanship of the Minister of Labour, and in executive session once a quarter.

Regional, departmental and local variations are envisaged, each with a “particular focus”, on training or integration for example. Each time commitments from each other “shared” and “better assessed”.

A unified employment contract

Added to this is the proposal for “France Travail corners” to seek out all those who remain on the margins of public service. Registration will result in a diagnosis of the situation and referral to the right referent (who will not change) within a guaranteed time. Then the signature of a unified contract of engagement detailing the rights and duties common to the person helped and to the helping structure. There will be actions to remove the peripheral brakes, but also the “possibility” of a condition of activity of 15 to 20 hours per week associated with “progressive levels” of sanctions.

All this will be recorded in a single file, a request “acclaimed” by all the professionals of the different networks, according to the report. Businesses are not forgotten. All job offers will be shared and the number of specialist advisers will increase (without specifying the target or the means). Some devices will be more accessible, such as operational preparation for employment (training with the possibility of hiring the key).

Once validated, all these avenues will be tested this year before generalization in early 2024 as normal. About twenty departments have already been selected to test them in favor of RSA beneficiaries.
